भारत की जनसंख्या वृद्धि 1911 से 1921 के दशक के दौरान 1.2 प्रतिशत थी। 1918 में, बंबई में स्पेनिश फ्लू फैल गया, जिसको बॉम्बे फीवर भी कहा जाता था, माना जाता है कि यह संभवतः यूरोप में प्रथम विश्व युद्ध से वापस आ रही फ़ौजों को ला रहे जहाजों के माध्यम से आया। स्पेनिश फ्लू से केवल तीन महीनों के अंतराल में ही भारत में 12 मिलियन लोग मौत के शिकार हो गए, जो जनसंख्या का लगभग पाँच प्रतिशत थे और दुनिया भर में मरने वालों की संख्या का पाँचवाँ हिस्सा, जिसके चलते भारत सर्वाधिक प्रभावित देश बन गया। 1911 और 1921 के बीच का दशक ही केवल जनसंख्या सर्वेक्षण का ऐसा काल था, जिसमें भारत की जनसंख्या में कमी आई, जिसका मुख्य कारण स्पेनिश फ्लू महामारी की तबाही था। प्रकोप की गंभीरता के परिणामस्वरूप, वर्ष 1919 में जन्मों में लगभग 30 प्रतिशत की कमी देखी गई।

भारत की जनसंख्या के लगभग 58 प्रतिशत लोगों के जीवनयापन का प्रमुख स्रोत खेती है। 1966 से कृषि क्षेत्र में भारत ने शानदार वृद्धि हासिल की है। एक कृषक समाज में, बच्चों को आर्थिक बोझ के रूप में कभी नहीं माना जाता है; उल्टे वे कृषि गतिविधियों में सहायक का काम देते हैं। माता-पिता को बड़ा परिवार रखने का आर्थिक बोध है। वे विश्वास करते हैं कि किसी बच्चे के पालन-पोषण पर आई लागत की तुलना में एक अतिरिक्त बच्चा रखना ज्यादा लाभकारी है। इसके कारण आगे चलकर देश में जनसंख्या की उच्च दर में वृद्धि हुई। समाज के ग़रीब वर्गों द्वारा परिवार नियोजन कार्यक्रमों को अपनाने में ग़रीबी सबसे बड़ी बाधा है।

भारत में जनसंख्या की उच्च वृद्धि दर के लिए ज़िम्मेदार सामाजिक कारकों में से एक है, विवाह की सार्वभौमिकता : भारत में 76 प्रतिशत महिलाएँ विवाहित हैं। पहले भारत में जल्दी शादी करने की प्रथा थी जिससे लड़कियों के वयस्क होने से पहले ही शादी कर देने का चलन बढ़ा। भारत में 1929 में सारदा अधिनियम बना, इसके बाद 1978 का बाल विवाह निरोधक अधिनियम आया, जिसमें लड़कियों के विवाह की न्यूनतम आयु 18 वर्ष और लड़कों के विवाह की आयु 21 वर्ष परिभाषित की गई। विवाह की आयु प्रजनन क्षमता के निर्धारकों में से एक है और इसका व्यापक स्तर पर प्रजनन और मृत्यु दर पर महत्वपूर्ण प्रभाव पड़ता है। कम उम्र में विवाह हो जाने पर महिलाओं के जीवन पर प्रभाव पड़ता है क्योंकि उनके पास शिक्षा, स्वास्थ्य देखभाल और कमाई के स्रोतों तक पहुँच नहीं होती है। धार्मिक कहावतों और पारंपरिक मानसिकता ने भी भारतीयों को बड़े परिवार रखने के लिए प्रेरित किया, और इसके अलावा, लोगों में लड़की के बजाय लड़के की इच्छा और धार्मिक संस्कार करने और धार्मिक पुण्य कमाने के लिए बेटियों के बजाय बेटे पैदा करने के विचार के प्रति गहरे अंधविश्वास हैं, जिससे लड़कियों के विकास की उपेक्षा होती है और लिंग चयनात्मक गर्भपात और जानबूझकर गर्भपात के माध्यम से अत्यधिक कन्या भ्रूण हत्या होती है, जिसके परिणामस्वरूप उच्च महिला मृत्यु दर होती है। कभी-कभी संयुक्त परिवार प्रणाली भी युवा जोड़ों को बच्चे पैदा करने के लिए प्रोत्साहित करती है, भले ही वे बच्चे के भरण-पोषण करने की स्थिति में न हों, लेकिन सामाजिक दबाव और अपने परिवार, दोस्तों, रिश्तेदारों और समाज को प्रसन्न करने की आवश्यकता के कारण वे ऐसा करते हैं।

बड़े भारतीय राज्यों में वृद्धि दर की जाँच करने से देश की वृद्धि क्षमता को पहचानने में मदद मिलेगी। चार राज्यों उत्तर प्रदेश, बिहार, मध्य प्रदेश, और राजस्थान में भविष्य में भारतीय जनसंख्या वृद्धि में महत्वपूर्ण वृद्धि होने की संभावना है क्योंकि इन राज्यों में प्रजनन और मृत्यु दर तुलनात्मक रूप से अधिक है और इन राज्यों में अन्य राज्यों की अपेक्षा गिरावट बहुत धीमी देखी गई है।

The population growth of India during the decade 1911 to 1921 was 1.2%. In 1918, Spanish flu, also called the Bombay Fever broke out in Bombay, with one of the possible routes being via ships carrying troops returning from the First World War in Europe. The Spanish flu claimed at least 12 million lives in India over a period of just three months, which was about 5% of the population and fifth of the global death toll, thereby making India the worst-hit country. The decade between 1911 and 1921 was the only census period in which India's population fell, mostly due to devastation by the Spanish flu pandemic. As a result of the severity of the outbreak, the year 1919 saw a reduction of births by around 30 percent.
India's population grew slowly till the 1920s, which is called the Stagnant Population Period. The year 1921 is called the “Year of the Great Divide” in the demographic history of India because from the year 1921 to 1951, the rate of population growth continued at the level of over one per cent per annum. Thus, the population increased at a constant rate leading to a steady growth of population. After independence, the rate of population growth accelerated considerably because of expansion of public health services. It was a period of Population Explosion till 1981. From 1981 onwards, the period of High Growth came into picture where the growth of Indian population was more than China and Sri Lanka whose population grew at a rate of 1% per year. Between 1981 and 2001, India's population grew at an average rate of about 2%, and the size of the population in absolute terms exceeded one billion in 2001.
During 2001 – 2011, the population growth slowed down substantially. However, India continued to add an average of 18 million people annually to its already large base, leading to a total national population of 1.21 billion in 2011. India had about 73.5 crore people in the working ages between 15 and 59 years. Those aged 15 – 34 years accounted for nearly 60%. The number of people in working ages of 15 – 59 years in 2021 was 87.5 crore. Firstly, it is important to address how and why India became the second most populous country in the world and in order to do that, we need to understand how economic and social factors affected the population structure of the country.
Agriculture is the primary source of livelihood for about 58% of India's population. India has achieved spectacular growth in the agriculture sector since 1966. In an agrarian society, children are never considered as an economic burden; rather they are supporting hands in agricultural activities. The parents have the economic sense to have a bigger family. They believe that the benefit of having an additional child is much greater than the cost of his/her upbringing which led to high growth rate of population in the country in the past. Poverty is a hurdle against the adoption of family planning programmes by poorer sections of society.

There exists a positive relationship between poverty and high fertility leading people to have more children in their family because they think having more children will create more hands of earning in the family but they are indifferent about the size of their family. There is a strong possibility that people living below the poverty line have high illiteracy rates. Findings of Operation Research Group Survey show birth rates are less and family planning is more in the areas where education is widespread. These economic factors played a vital role in changing the population structure of the society.
One of the social factors that leads to a high growth rate of population in India is the concept of universality of marriage : 76% women are married in India. Earlier, there was also a custom of early marriage that advocated a girl's marriage before her reaching puberty. The Sarda Act enacted in 1929, followed by the Child Marriage Restraint Act of 1978 in India, defined the minimum age for marriage as 18 years for girls and 21 years for boys. Age of marriage is one of the determinants for fertility and it has a significant effect on fertility and mortality levels on a macro level. Early marriage affects the lives of females as they don't have access to education, healthcare and earning sources. Religious sayings and conventional mindsets also induced Indians to have large families, and to add to that, people have deep rooted superstitions about the desire to have a male child over a girl and the idea of having sons over daughters for performing religious rites and earn religious merits, leading to the neglect of girl child's growth and also excessively causing female foeticide, through sex-selective abortions and deliberate abandonment, leading to high female mortality. Sometimes the joint family system encourages the young couples to have children even though they are in no position to provide for the child but they do so because of the social pressure and the need to please their family, friends, relatives and society.
All these factors led the country towards a high fertility rate, thus increasing the population of the country with a high growth rate. At the same time, advancement in healthcare, medicine, employment, technology and resources took place, increasing the carrying capacity of the earth and life expectancies, which rapidly and continuously decreased the mortality rates leading to tremendous impact on the country's age structure and its composition.
Examining the growth rate in larger Indian states helps to locate growth potential in the country. The four states of Uttar Pradesh, Bihar, Madhya Pradesh, and Rajasthan are likely to make significant contributions to Indian population growth in the future because the fertility and mortality rates in these states are comparatively high and the decline in these rates has been much slower than that of the other states. (a) केंद्रीय मंत्रिमंडल ने 2024 – 25 से 2028 – 29 की अवधि के दौरान ₹ 2254.43 करोड़ के कुल वित्तीय परिव्यय के साथ केंद्रीय क्षेत्र योजना, “राष्ट्रीय फोरेंसिक अवसंरचना संवर्धन योजना” (NFIES) के लिए गृह मंत्रालय के प्रस्ताव को मंजूरी दे दी है। केंद्रीय क्षेत्र योजना के वित्तीय परिव्यय का प्रावधान गृह मंत्रालय के अपने बजट द्वारा किया जाएगा।
केंद्रीय मंत्रिमंडल ने इस योजना के अंतर्गत निम्नलिखित घटकों का अनुमोदन किया है :
(i) देश में राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय (NFSU) के परिसरों की स्थापना।
(ii) देश में राष्ट्रीय फोरेंसिक विज्ञान प्रयोगशालाओं की स्थापना।
(iii) राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय (NFSU) के दिल्ली परिसर की मौजूदा अवसंरचना का संवर्धन।
भारत सरकार साक्ष्यों की वैज्ञानिक और समय पर फोरेंसिक जाँच के आधार पर एक प्रभावी और सक्षम आपराधिक न्याय प्रणाली स्थापित करने के लिए प्रतिबद्ध है। यह योजना एक कुशल आपराधिक न्याय प्रक्रिया के लिए साक्ष्यों की समय पर और वैज्ञानिक जाँच में उच्च गुणवत्ता वाले, प्रशिक्षित फोरेंसिक पेशेवरों के महत्त्व को रेखांकित करती है, जो प्रौद्योगिकी में प्रगति का लाभ उठाती है और अपराध के तरीकों, तकनीक और अभिव्यक्तियों का सक्षम तरीके से विश्लेषण करती है।
नई दंड विधियों के अधिनियम के साथ जिसमें 7 वर्ष या उससे अधिक के दंड शामिल होने वाले अपराधों के लिए फोरेंसिक जाँच अनिवार्य की गई है, इससे फोरेंसिक विज्ञान प्रयोगशालाओं के कार्यभार में पर्याप्त वृद्धि होने की संभावना है। इसके अतिरिक्त, देश में फोरेंसिक विज्ञान प्रयोगशालाओं (FSL) में प्रशिक्षित फोरेंसिक लोगों की भारी कमी है।
इस बढ़ी हुई माँग को पूरा करने के लिए, राष्ट्रीय फोरेंसिक अवसंरचना में महत्त्वपूर्ण निवेश और वृद्धि अनिवार्य है। राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय (NFSU) के अतिरिक्त परिसरों और नई केंद्रीय फोरेंसिक विज्ञान प्रयोगशालाओं (CFSLs) की स्थापना से प्रशिक्षित फोरेंसिक जनशक्ति की कमी दूर होगी, फोरेंसिक प्रयोगशालाओं पर लंबित मामलों की संख्या में कमी आएगी, और यह भारत सरकार के 90 प्रतिशत से अधिक की उच्च दोषसिद्धि दर सुनिश्चित करने के लक्ष्य के अनुरूप होगा।
गृह मंत्रालय के एक अनुभाग अधिकारी के रूप में, इस निर्णय की सूचना देते हुए सभी राज्यों/ केन्द्रशासित प्रदेशों के मुख्य सचिवों को डी.ओ. पत्र का एक मसौदा तैयार कीजिए।
The Union Cabinet has approved the proposal of Ministry of Home Affairs for Central Sector Scheme, “National Forensic Infrastructure Enhancement Scheme (NFIES) with a total financial outlay of ₹ 2254.43 crore during the period from 2024 – 25 to 2028 – 29. Financial outlay of the Central Sector Scheme will be provisioned by the Ministry of Home Affairs from its own budget.
The Union Cabinet has approved the following components under this Scheme :
(i) Establishment of Campuses of the National Forensic Sciences University (NFSU) in the country.
(ii) Establishment of Central Forensic Science Laboratories in the country.
(iii) Enhancement of existing infrastructure of the Delhi Campus of the NFSU.
The Government of India is committed to put in place an effective and efficient criminal justice system, based on scientific and timely forensic examination of evidence. The scheme underscores the importance of high quality, trained forensic professionals in the timely and scientific examination of evidence for an efficient criminal justice process, leveraging the advancements in technology and evolving manifestations and methods of crime.
With the enactment of the New Criminal Laws which mandate forensic investigation for offences involving punishment of 7 years or more, a significant increase in the workload of forensic science laboratories is expected. Further, there is a significant shortage of trained forensic manpower in the Forensic Science Laboratories (FSL) in the country.
To meet this heightened demand, significant investment and enhancement in national forensic infrastructure is imperative. The establishment of additional off-campuses of the National Forensic Sciences University (NFSU) and new Central Forensic Science Laboratories (CFSLs) would address the shortage of trained forensic manpower, alleviate the case load/pendency of forensic laboratories, and align with the Government of India's goal of securing a high conviction rate of more than 90%.
As a Section Officer in the Ministry of Home Affairs, draft a D.O. letter to the Chief Secretaries of all States/UTs to inform them of the decision.
(b) संस्कृति मंत्रालय भारतीय संस्कृति के प्रोत्साहन और द्विपक्षीय सांस्कृतिक संपर्कों को मजबूत बनाने के लिए विदेशों में भारत महोत्सवों का आयोजन करता है । विदेशों में भारत की सांस्कृतिक छवि को दिखाने और निष्पादन कलाओं जैसे नृत्य, संगीत, लोक कला, थियेटर, कठपुतली, प्रदर्शनी, आदि की सर्वोत्तम भारतीय प्रतिभा के प्रदर्शन के लिए जो कलाकार प्रतिभागिता करना चाहते हैं, उनका पैनल बनाया जाता है ।
मंत्रालय द्वारा एम्पैनलमेंट सात श्रेणियों में किया जाता है अर्थात् शास्त्रीय और पारंपरिक नृत्य रूप, आधुनिक प्रयोगात्मक/समकालीन नृत्य, शास्त्रीय संगीत, अर्ध-शास्त्रीय, हल्का, आधुनिक संगीत, लोक कला और प्रदर्शनी ।
आवेदनों की स्क्रीनिंग के लिए गठित एक विशेषज्ञ समिति द्वारा संस्तुति के आधार पर आवेदकों का एम्पैनलमेंट किया जाता है। इसमें कोई भी कलाकार/समूह अपना आवेदन भेज सकते हैं, जिन्होंने राज्य, राष्ट्रीय और/अथवा अंतर्राष्ट्रीय स्तर पर प्रतिभागिता/प्रस्तुति की हो। इसके लिए राज्य/राष्ट्रीय/अंतर्राष्ट्रीय स्तर की कम-से-कम दो प्रस्तुतियों/प्रदर्शनों में प्रतिभागिता आवश्यक है। कलाकार/समूह को दर्शकों/श्रोताओं को कला रूप और प्रस्तुति को समझाने में सक्षम होना चाहिए।

Ministry of Culture conducts Festivals of India abroad to promote Indian culture and strengthen bilateral cultural contacts. To project India's cultural image abroad and showcase the best of Indian talent in performing arts such as dance, music, folk arts, theater, puppetry, exhibitions, etc., empanelment is made of the artists who want to participate.
Empanelment by the Ministry is in seven categories viz., Classical and Traditional Dance forms, Modern Experimental/Contemporary Dance, Classical Music, Semi-Classical, Light, Modern Music, Folk Art and Exhibition.
The applicants are empanelled on the basis of the recommendation of an expert committee constituted for the screening of applications. Any artist/group interested in applying should have performed/participated at State, National and/or International level. Requirement of number of performances/shows is at least two performances at State/National/International level. The artist/group should be equipped to explain to the audience about the art form and the performance.
The Ministry of Culture wishes to invite applications for empanelment for participating in Festivals of India.

Ministry of Agriculture has received inputs from state governments that inflow of commercial banks' credit towards the agriculture sector is not adequate resulting in low productivity due to low purchasing power of the farmers for buying inputs like high quality seeds, fertilizers, weedicides, insecticides, diesel for tractors, etc. in spite of the fact that there is a wide network of commercial bank's branches in the rural areas. Although co-operative credit institutions are also doing their best to provide much needed financial support to the agriculture sector but still there is a need to increase commercial bank's credit for the agriculture sector in order to give further boost to agriculture production so as to meet the ever increasing demand for food grains in the country. An Autonomous Body under your Ministry, fully funded by the Government of India, has forwarded a copy of the order passed by the Central Administrative Tribunal (CAT) wherein the CAT has quashed the order of ad hoc promotion given to an Administrative Officer ignoring the petitioner who was senior-most in the list of eligible candidates. The CAT has held that the said ad hoc promotion given by ignoring the seniority is invalid in the eyes of the law. The autonomous body has sought the opinion of the Ministry as to whether it is a fit case for filing an appeal in the Hon'ble High Court.

Government of India is implementing the Universal Salt Iodisation Programme throughout the country in order to check the prevalence of Goitre especially among the children and women. Under the programme, the salt manufacturers are required to iodise the salt before dispatching for the consuming centres. For this purpose, the salt manufacturers are required to set up iodisation plants near the production centres. The responsibility for overseeing the implementation of the Universal Salt Iodisation Programme is under the administrative control of the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. Recently, there have been reports that non-iodised salt is being used in the remote hilly areas of Uttarakhand and North Eastern States putting the consumers in these areas at risk of being exposed to Goitre and Thyroid, etc.
As a Section Officer in the Ministry, put up a draft D.O. letter from the Joint Secretary to the Salt Commissioner stressing the need for strict supervision so as to ensure that the salt is iodised before dispatching towards the consuming centres; and also that the salt being loaded in the railway wagons is 100 per cent iodised before giving the requisite certificate for onward movement towards the consuming centres.

Lok Sabha Secretariat has sent a copy of the notice of a starred question to the Department of Financial Services, Ministry of Finance, relating to the loss suffered by the investors in the tea plantation companies. The Department is of the view that since the thrust of the question is on investor protection, it should be handled by the Ministry of Corporate Affairs.

Shri XYZ, on being appointed as Director General of a scientific organization with the approval of the Appointments Committee of the Cabinet (ACC) has taken over his charge with immediate effect. He will hold the rank equivalent to the Secretary to the Government of India with fixed salary of ₹2,25,000 per month. (e) अंतर्राष्ट्रीय श्रम संगठन (ILO) के अनुसार विश्व में 152 मिलियन से भी अधिक बच्चे बाल श्रमिक के रूप में कार्य कर रहे हैं। इनमें से 10 मिलियन बाल श्रमिक भारत में काम करते पाए गए हैं। सख्त विधायी कानूनों और प्रयासों के बाद भी विभिन्न व्यवसायों में बच्चों का काम करना रुका नहीं है। बाल श्रम (प्रतिषेध और विनियमन) अधिनियम, 1986 कुछ विशिष्ट खतरनाक, व्यवसाय और प्रक्रियाओं में बच्चों को काम पर लगाए जाने पर रोक लगाता है; और अन्य में काम करने की स्थितियों का नियम करता है। यह केंद्र सरकार के संज्ञान में लाया गया है कि सूक्ष्म, लघु और असंगठित क्षेत्र की कुछ औद्योगिक इकाइयाँ बाल श्रम (प्रतिषेध और विनियमन) अधिनियम, 1986 का उल्लंघन करके अपनी इकाइयों में छोटे बच्चों को काम पर लगा रही हैं। उनको कम मजदूरी तो दी ही जा रही है, काम करने की स्थितियाँ भी दयनीय हैं; और उनसे बंधुआ मजदूर की तरह काम कराया जा रहा है। हाल ही की घटनाओं से पता चलता है कि इसका एक बहुत ही संगठित नेटवर्क है, जिसके माध्यम से संपूर्ण प्रणाली चलाई जा रही है और गरीब परिवारों के बच्चों को बेहतर जीवन का वादा करके लालच दिया जा रहा है जो कि सच नहीं है।

According to the International Labour Organisation (ILO), there are more than 152 million children working in the world as child labourers. Out of this, around 10 million child workers are found in India. Despite strict legislative rules and efforts, the engagement of children in various occupations hasn't stopped. The Child Labour (Prohibition and Regulation) Act, 1986 prohibits employment of children in certain specified hazardous occupations and processes; and regulates the working conditions in others. It has been brought to the notice of the Central Government that quite a few industrial units in the micro, tiny and unorganized sector are employing small children in their units in violation of the Child Labour (Prohibition and Regulation) Act, 1986. Apart from low wages being paid to them, their working conditions are pathetic; and they are being treated as bonded labour. The recent incidents have revealed that there is a well organized network through which the entire system is being operated and children from poor families are being lured and exploited with a promise of a better life which is not the case.

(f) M/s. ABC प्राइवेट लिमिटेड, XY, सेक्टर-11, रोहिणी, दिल्ली को CAPF द्वारा एक निविदा प्रक्रिया के माध्यम से चुना गया था ताकि भर्ती परीक्षा आयोजित करने से लेकर प्रश्न-पत्र बनाने और मुद्रण से लेकर OMR उत्तर-पत्रों की छपाई, आपूर्ति और मूल्यांकन तक के कार्य को पूरा करने में सहायता मिल सके।
M/s. ABC ने एक प्रमाण-पत्र प्रस्तुत किया था कि उन्हें कभी भी किसी भी सरकारी संगठन द्वारा उस कार्य के लिए काली सूची में नहीं डाला गया था, जो कि उन्हें काम की ज़िम्मेदारी देने से पहले आवश्यक शर्त के अनुसार था। लेकिन अब पता चला है कि उन्हें बिहार पुलिस द्वारा इसी तरह के कार्य के लिए काली सूची में डाला गया था। इस प्रकार, उन्होंने जानकारी छिपाई और गलत प्रमाण-पत्र प्रस्तुत किया जिससे संगठन को गुमराह किया।
इसलिए, उनके स्पष्टीकरण और तथ्यों और परिस्थितियों पर विचार के पश्चात् फर्म M/s. ABC को इस कार्यालय ज्ञापन के जारी होने की तारीख से 3 वर्ष की अवधि के लिए गृह मंत्रालय और उसके अधीनस्थ सभी विभागों के साथी बाहरी कारोबार से काली सूची में डाल दिया जाना है।

M/s. ABC Pvt Ltd, XY, Sector-11, Rohini, Delhi was selected through a Tender process by a CAPF to assist them in completing the tasks of holding a Recruitment Examination from setting and printing of question papers to printing, supply and evaluation of OMR answer sheets.
M/s. ABC had submitted a certificate that they had never been blacklisted for those tasks ever by any Government organization, which was as per the necessary condition before giving award of work to them. But, it has now been found that they were blacklisted by Bihar Police for a similar assignment. Thus, they had concealed the information and submitted a wrong certificate thereby misleading the organization.
Therefore, after consideration of their explanation and facts and circumstances, the firm M/s. ABC is to be blacklisted/debarred from all outside business of Ministry of Home Affairs and all its subordinate departments for a period of 3 years from the date of issue of this Office Memorandum (OM).
